Riocm Systems was established in the 1980's under the Tins' Group (Int'l) Ltd. The company initially specialized in providing PC-based solutions for Hong Kong businesses, but in the 1990's it has narrowed its focus to specialize in providing total solution for the personnel departments of Hong Kong based companies.

The Ricom Personnel System has been implemented in companies like Sun Hung Kai, Dah Chong Hong Ltd., China Motion Telecom, CCT Telecom, Johnson Electronics, The Mitsubishi Bank Ltd., Lee Kum Kee Co., Ltd., Aiwa International Ltd., Toshiba Electronics Asia Ltd., Hsin Chong Holding (H.K.) Ltd. and Hongkong Tramways Ltd., etc. Many Hong Kong companies with factories in China are also using the Ricom's STC-311, STC-321 and STC-321p time recorder / access controller.

Since many of Ricom's clients have offices and/or factories in one or more locations in China, Ricom has also established its own offices and service centers in Shenzhen, Shanghai, and Beijing. This allows Ricom to extend its on-site service to these areas. The Ricom Personnel System is designed to povide a total solution for handling staff security, attendance and payroll. This includes automating everything from staff ID cards to staff pay slips. The components of the Personnel System can be tailored to each company's unique needs and budget.
