Datang Software Technologies Co., LTD. (CATTSoftTM), a subsidiary of the Datang Telecom Technology Co., Ltd, originated from the Asia-Pacific UNDP/ITU/RAS/86/165, a project sponsored by the United Nations Development Program (UNDP) in December 1988 to assist Asia-Pacific countries to modernize their telecommunication networks. When the UNDP project ended in the early of 1993, the former China Academy of Telecommunications Technology (CATT) of the Ministry of Posts and Telecommunications established a software developing center with the basis of this project to continue the research and development in the area of telecom management computerization. In 1998, the software development center was renamed as Datang Software Technologies Co., Ltd.
